The Zebra Empire was a pre-war nation comprised of zebra that fought against the pony nation of Equestria during the Great War.
History[]
Ancient Equestria[]
The zebra as a people were united around 1200 years ago, during the time of Nightmare Moon's rise to power. They had a nation that split apart due to the short lived eternal night. This formed the basis of numerous zebra superstitions and paranoia, particularly placing a fear of the stars into the hearts of the zebra.
Pre-War era[]
Not much is known about the zebra people, other than they had tribes before becoming a unified nation, ruled by a leader known as the Caesar. They engaged in economic trade with Equestria, desperately needing gemstones to fuel the expansion and survival of their nation. Numerous minor events occured, including a political situation that involved pirates and hostages off the coast of the zebra nation. Ultimately the tenative and tense peace was broken after the slaughter at Luna's school for gifted unicorns, at which point Equestria devoted itself to winning the war.
The Great War[]
With Luna leading Equestria, the zebras saw no chance for peace, still believing her to have been corrupted by the stars. The zebra began making technological advances in leaps and bounds, creating massive war machines and rifles designed to counteract Equestria's new forms of armor, i.e, Power Armor. The zebra people were also in talks with other nations, seeking allies against Equestria.
It is known that they convinced numerous Dragons to fight for them and possibly used other mercenaries like Griffins. The zebra people also created the balefire bomb megaspell, after acquring the technology from Fluttershy.
The Last Day[]
The zebra believed defeat was inevitable. Rather than allow themselves to be conquered, they unleashed a megaspell fallout across Equestria, targeting heavy population centers, including Manehatten, Fillydelphia, Cloudsdayle, Stalliongrad, and Canterlot. They specifically used Pink Cloud megaspells on Canterlot, wanting to ensure the death of Luna and Celestia.
Present Day[]
The zebra nation was also wiped out alongside Equestria, who also used whatever megaspells they had to destroy the zebra. As a species, the zebra continued to survive, maintaining some of their traditions and developing new ones. The ones that survived the Great War have broken down into tribals once more.

History of Zebra Empire in Fallout: Equestria - Project Horizons |

Before the WarThe Zebra began a large cultural renaissance when various tribes began to pull their resources together and make large scale settlements. They learned how to build weapons and make talismans and used their new weaponry to begin securing their lands and driving back wild beasts that had been plaguing them. The zebra eventually had a fairly stable nation, though clan and superstitions still played an important role in their society. The zebra needed gemstones to continue to expand and maintain their empire, but had already exhausted their supplies of gemstones, the nearest source of gemstones was Equestria which had them in great bulk. Equestria needed coal which the zebra had in great abundance and thus trade was established. Tensions would rise between the two nations over the supply of gemstones and coal, both needing more of their respective resources and unwilling to back down and compromise, the zebra Caesar being under great strain to maintain control of the various clans of zebra when they learned that Luna was co-ruling Equestria. Their were various, minor political situations, including the return of a group of captured pony military personnel by pirates off the zebra coast. Tension continued to rise, until the slaughter at crescent moon valley, resulting in the death of zebra refugees and a school of equestrian school students. During the WarThe war drew Zebra from various far flung tribes into the conflict, forming up legions to fight and remove Luna from the Equestrian throne. One of their first targets was Hoofington which all but levelled the settlement, though this action fuelled the anger of the survivors to build Hoofington bigger and better than before, daring the zebra to attack. Some zebra refused to participate in the war as they revered Celestia. The war continued, the zebra managing to hire Dragon mercenaries and the Griffin mercenaries/talons who worked for both sides. The zebra also dragged the Highlanders into the war and betrayed them, leaving the Highlanders with a permanent resentment of the zebra. Celestia tried to broker a peace with the zebra but before this could happen, a sniper tried and failed to kill Celestia resulting in the death of Big Macintosh After they acquired the knowledge on making Megaspells, the zebra tested and created Balefire bombs, many of which were stored in silo's. The war finally ended when the zebra launched their balefire bombs and Equestria retaliated with its own megaspells, wiping out both sides and any allies they had. Modern DayZebra military Remnants have been shown active in the Hoofington area. The Remnants continue to fight the war against Equestria, even though most pony's don't see the point anymore. Zebra seperatists are targeted by Remnants for refusing to aid them. A notable remnant Zebra is Lancer who managed to kill nine out of eleven surviving Zebra's in a mine. The Zebra remnants showed up during a major confrontation in the Steel Ranger & Reaper War driving a tank. Despite Blackjack using explosives on it, the tank regenerated much like Magical Power Armour. The tank layed waste to anypony in it's wake and forced Blackjack to retreat. Remnants have been shown as willing to sacrifice their own, as Lancer detonated a mueseum full of his fellow Remnants in an attempt to kill Blackjack and anything that fell from the sky, that might be hidden in the mueseum. Their leader, Legate, wanted a special talisman from the body of a long dead Proditor Shuuja, but the talisman had already been taken and placed inside Rampage during the war. Legate desired the talisman so he would have a chance of personally killing Blackjack who they believe is the infamous Star-maiden. |

During the WarThe zebra nation was allied with the Minotaur hordes. They aided their Minotaur allies and gave them advanced technology so they could fight against Equestria's neighbouring ally, Caledonia. They also shared megaspell technology with the Minotaurs, which lead to them using and deploying megaspells as well, during the Last Day. |
Zebra Empire in Fallout: Equestria - New Roam |

The Roaman EmpireThe Zebra Roaman empire was the zebra empire that was at war with Equestria during the events of the Great War. They are depicted as Roman in almost every aspect of their society, ranging from military to civilian. History and ExtentIt is implied in the story New Roam that the Roaman empire had once conquered all of the known world, similar to the real life Roman empire. Apparently, a series of pony invasions as well as internal strife brought the empire down. Still, unlike the Roman empire, the Roaman empire survived the invasions and has managed to flourish until modern times. How they managed this is unknown. Technology, Portrayal, and CultureThe Roaman Empire, as it is in New Roam, is shown to be very technologically advanced, to the point that it would seem like even the everyday citizen would have access to tremendous security measures and resources. The Roaman soldiers -- or legionnaires, as they are called in the story due to their resemblance of real Romans -- have a high standard of default equipment, and it would seem like the Roaman treasuries have a deep depth. Sentient AI-controlled transports seem to have been common, as there was a whole series of APC's that was special specifically because they had AI's within them. Other techologies include energy pilums (spears and javelins), gladiuses (short swords), and adaptive combat scutums (hoof-held shields). While most militaries of similar idealism to the Roaman Legions would take shock and awe to a lesser extent, the author of New Roam has completely blown that out of the water; seemingly mass-produced tanks of monstrous proportions prowl the streets of Roam, during and after the war. Every legionnaire, also whether during or after the war, has access to enough equipment to allow them to adapt to almost any situation. VTOLs (Vertical Take-Off and Landing aircraft) and other armored vehicles are such a common sight on Roaman streets that it seems like the Roaman citizens and the Roaman military could live together in the same house and not have a single conflict in particular. Culture-wise, the Roamans are a near-zebrafied-copy of the Romans -- the Roamans in ancient times, and by extension modern times, participated in gladiatorial tournaments (though whether the modern Roamans dabbled in this is unsure), triumphs (Roaman military parades for victories in war), and other real-life Roman festivals, like Saturnalia. The use of modern kevlar remakes of the classic lorica segmentata (flounced mail) and lorica hamata (coat of mail) as military outfits for the legionnaires and officers, respectively, is widespread and was the norm for personnel protection during the war. The praetorians as a security force has returned, and it seems there was some kind of reform, as they themselves claim that the "days of us killing emperors is over." Indeed, while the real Romans used the praetorians as a guard force specifically for emperors (and that failed miserably), the praetorians in Roam seem to have earned such merit that they have been given the task of protecting the ENTIRE city of Roam -- they are a police force, a gardener force (for the Forum's gardens), a bodyguard force, a formal military force, and rank almost as high as an executor (a new position added by unknown reforms) in the legions. Appearance-wise, they wear ceremonial metal lorica segmentata's and wear helmets with bright red plumes going back to front, along with the Roaman numeral 'III' etched on their helmet's brow plates. |
Technology[]
The Zebra nation developed numerous technologies, particularly in the field of stealth. They created stealth suits that could allow them to remain invisible for hours, the only giveaway being a shimmering outline. They were known to use large war robots and other machines which pushed Equestria to create Anti-Materiel rifles. The zebra also created the infamous Zebra Rifle, a long range rifle that fired enchanted bullets that could pierce Steel Ranger power armor and incinerate the soldier inside.
The zebra also created talisman technology that would later be adopted by Equestria. The zebra created the Balefire and Pink Cloud megaspells which would contaminate Equestria after the war. Zebra medicine was also very advanced, these medicinal potions and salves could heal grievous injuries or permanently alter and enhance a creatures biology.
